The motto chosen for the occasion was: &#8220;The efficiency of transportation as an objective of the action of the public authorities: liberalisation and responsibility&#8221;. The event, as usual, served to bring together prominent Spanish and international specialists in the field. The Congress was led by professors Alberto Emparanza Sobejano (professor of Commercial Law at the University of the Basque Country), M\u00aa Victoria Petit Lavall (professor of Commercial Law at the Universitat Jaume I) and Andr\u00e9s Recalde Castells (professor of Commercial Law at the Autonomous University of Madrid). The scientific committee was led by Professor Leopoldo Tullio (professor of Navigation Law at Sapienza, Universit\u00e0 di Roma).
